Enkemann (left) [this photo], new departmental chief, Albert Heusel (center), senior captain and chief of detectives; and Rolland J. Gainsley (right), junior captain in charge of traffic. Police Chief Enkemann joined the department as a patrolman in 1930, and has been acting head of the Ann Arbor police since June. Capt.
